1. Allotment Timing: Usage is permitted from 00:00 hrs to 23:59 hrs on the date of booking. Strict adherence to occupation and vacation timings is mandatory.
2. Loss/Damage Liability: The Managing Committee is not responsible for theft, loss, or damage to personal belongings. The allottee is fully responsible for institute property; repair or replacement charges will apply for any damage or breakage.
3.Electricity & Lighting: Additional/outdoor lighting and electricity must be arranged and paid for by the allottee.
4.Posters & Decorations: Sticking posters or defacing walls is strictly prohibited. Removal or restoration costs will be recovered from the allottee. No in-house electrical or stage decoration contractors are provided; arrangements must be made at the allottee’s own cost.
5. Prohibited Activities: Consumption of alcohol, use of drugs, playing cards, smoking, and cooking inside the premises (unless explicitly permitted in writing) are strictly prohibited.
6. Function Purpose: Only the event stated in the booking form is allowed. Subletting or misuse will result in forfeiture of the security deposit and may attract additional penalties.
7. Inspection: The allottee must inspect the premises before the event date to ensure facilities meet their requirements.
8. Utilities: In case of water or electricity shortage, the allottee must arrange alternatives. The Managing Committee is not responsible for supply interruptions.
9. Security: No security personnel will be provided. The allottee must arrange private security if required.
10. Locks & Storage: The allottee must bring and remove their own locks for securing belongings in the hall.
11. Noise & Fireworks: Loudspeakers or DJ systems outside the hall are prohibited as per West Bengal Noise Pollution Control Board regulations. Bursting crackers is strictly banned.
12. Cancellations: Bookings may be canceled by the Executive Committee in case of railway use or emergencies.
13. Cleanliness: The premises must be cleaned after the event. Cleaning charges may be applied if the area is not left in satisfactory condition.
14. Jurisdiction: Any disputes will fall under the jurisdiction of the local railway administration and relevant laws.

14. Loudspeakers are prohibited after 22:00 hrs outside hall and 23:00 hrs inside hall; DJ systems are banned.
15. All event decorations must be temporary and should not cause any damage to the property.
16. Any damage to institute property during the event will be the responsibility of the booking party and must be compensated.
17. Use of loudspeakers and sound systems must comply with local noise regulations and time limits.
18. The premises must be vacated within the agreed booking time; additional charges may apply for delays.

1. The allotment timing of the Sarat Chandra Institute hall/premises is from 07:00 hrs on the date of allotment to 07:00 hrs the next day; strict adherence is required.
2. The managing committee is not responsible for theft or loss of any personal belongings of the occupants.
3. Electricity consumption for extra lighting or outside hall lighting must be arranged by the allottee at their own cost.
4. Sticking posters is strictly prohibited in the entire premises; removal charges will be recovered from the allottee if violated.
5. Consumption of alcoholic drinks, drugs, or playing cards is strictly prohibited inside the premises.
6. After occupation, the allottee is responsible for all items, including tables and chairs; damage/breakage charges will be recovered from them.
7. Only the function specified in the application form may be conducted; no other events are permitted.
8. Subletting or booking under false grounds will result in forfeiture of the security deposit and possible D&A Rules action.
9. The allottee must verify available facilities at the premises well in advance of the function date.
10. In case of non-supply or shortage of water/electricity by railway authorities, the allottee must make their own arrangements.
11. No official contract exists for stage/electrical decoration; the allottee must arrange these independently.
12. No security personnel are provided; the allottee must arrange private security if needed.
13. The allottee must bring their own locks and keys for securing items in provided rooms; locks must be removed after the function.
14. Use of loudspeakers is prohibited after 22:00 hrs outside the hall and after 23:00 hrs inside; DJ boxes or similar speakers are banned.
15. Blasting of crackers is strictly prohibited within the premises.
16. The allottee must submit the prescribed application form along with a valid identity document in advance.
17. The allottee must comply with all West Bengal Pollution Control Board guidelines regarding sound levels.
18. Any damage to landscaping, plants, or external areas will be charged to the allottee.
19. Parking of vehicles must be done only in designated areas; blocking emergency exits is prohibited.

1. Full payment and security deposit must be made at the time of confirmation.
2. Continuous booking will be accepted for a maximum of 3 days in a stretch.
3. Booking must be confirmed at least 72 hours before the actual date.
4. Decoration of stage, auditorium, and lighting will be managed by the party before the function.
5. Booking priority: (1) Railway Administration, (2) Members of the Institute, (3) Others.
6. The party will be liable for any damage, loss, or shortage to institute property, including fire or accidents.
7. After the function, no one will be allowed in the stage/auditorium/premises without permission.
8. Cooking arrangements inside the auditorium/premises are strictly prohibited.
9. Liquor, intoxicating items, and similar activities are strictly prohibited.
10. The institute is not responsible for loss or theft of any articles belonging to the party.
11. All applicable laws and government rules must be followed.
12. Fireworks are strictly prohibited both inside and outside the institute premises.
13. The party must give free access and right of entry to the institute at any time during occupation.
14. Permission from local/civil authorities must be obtained by the party and attached to the application.
15. Political activities are strictly prohibited within the premises.
16. The institute will not be responsible for electricity failure under any circumstances.
17. Issues outside the scope of these terms will be discussed with the General Secretary of the Institute.
18. The Railway Administration can cancel any booking anytime without reason, with applicable refunds as per policy.
19. If cancellation is from the party’s side, the security deposit may be forfeited, and repeated violations may result in booking denial.

1. Half of the rent must be paid in advance before booking.
2. Full rent must be paid before collecting the keys.
3. Advance payments will not be refunded under any circumstances, except for serious reasons.
4. Keys must be returned within the specified time; otherwise, a fine will be charged.
5. Entry of vehicles into the institute premises is prohibited without the authority’s permission.
6. No meetings, gatherings, or events with political purposes are allowed inside the institute. Political leaders will not be allowed to give speeches or participate in any political meetings.
7. Use of microphones after 10 PM outside is prohibited. Noise levels must comply with Government regulations.
8. Generators must only be operated by approved operators.
9. Any member failing to comply with the rules will be fined. A fine of ₹500 (five hundred) will be charged for disobedience.
10. No fixtures may be installed or attached to the walls without the permission of the Institute Council. No poles may be set up in the field.
11. Members may not use the field for any personal purpose other than approved functions.
12. Tents or stages in the field may not be set up without the Institute Council’s approval.
13. Members renting under their own name cannot sublet without permission.
14. Vehicles may not be driven or parked for events outside the designated times.
15. Cooking fires or use of gas in cooking areas is not allowed without the authority’s permission.
16. From 01/04/2020 onwards, rent must be paid according to the new rates as per railway orders.
17. All rules must be followed.
18. Installing or removing electric wires, plugs, bulbs, etc., without the Institute Council’s permission is prohibited.
19. Users are responsible for arranging disposal of water and waste.
